Desperate for help:psychotic neighbor

I am a 37 yr old mother of 4.My question is regarding a mentally ill neighbor of mine.I hung out with her briefly(month and a half),til I became aware of how sick in the head she is.When I stopped hanging out with her,she went ballistic.She wrote a 4pg.letter to my ex,filled with outrageous and bizarre lies.She's called the police twice on me-and lied both times.She waits daily,for my 2 oldest boys to walk past her house after they get off the bus-and has tried talking to them several times.She's getting a restraining order and has called child services.ALL of what she says is utter bull****.She claims she's evil and vindictive-the only truth I've heard out of her.I know they have to prove her claims, which won't happen because they're not true.But I'm sick and tired of dealing with her and want to know what my rights are,and how to protect myself.I asked one of the police officers about her-and he told me that "she's known as the crazy lady that has to be managed and kept calm".Can I get that in writing??!And is it a matter of public record how many times she has called the police in this town?I know she recently took out a restraining order on her brother-who lives in another STATE-after telling them he threatened her life when he didn't-they just argued.(she was very proud of it)Isn't there anything we can do to stop attention seeker pathological liars?I feel like I'm under her thumb and I don't like it.FYI-her husband was the Lt. in New Orleans that was all over CNN for abandoning the police force during Hurricane Katrina.She was on there too,because she said she begged him to be with her-not his job.They are both nuts-and any officer that does that has zero character.My point is,she knows exactly how to work the system because her husband was once a police officer. PLEASE HELP!!
