Police officers do not issue orders of protection. In my area the victim would have to contact the district court or commissioner.
Don't know where you are, so maybe it's different... but all a responding officer can do here is charge the suspect if they have probable cause. A protective order is civil, not criminal.
I live in Ohio. I work a late shift this guy who lives in my building always stands outside waiting for people to come and go so he can ask for cigarettes or change he isn't homeless he is 19 and his parents pay his bills my wife finally told him I can't have you bumming from me everyday he called her very bad names she came home from being out with a friend and three of her tires where sliced he admitted it to the cops and said he was suicidal they claimed they where taking him to the hospital for evaluation he was back outside within an hour the next night he's outside when I get home from work at2 am I felt like the only thing to do was protect me and my wife.. Assault they took me to jail not him
What really irks me is the two officers made my wife feel horrible about it claiming you can't push someone who is on the edge because they believed his sob story they made him out as the victim I believe he cornered me because he knew he could play victim again same officer responded to the "assault" I let them in my house and immediately handcuffed me didn't ask who I was or what happened I asked why they where arresting me and they wouldn't say he read me my rights pulling into the jail I feel like these cops totally neglected us as victims also it's our only car only way to work my wife even missed a day I could be wrong but isn't that vandalism? They gave him criminal damaging the lesser charge
You have many options! Talk to the landlord and explain the deal. I am sure your lease has a crime clause. Speak to the other neighbors. Sue him in small claims court for the tire repair. Head to a court for a order of protection.
But keep in mind......a protection order is a peice of paper and its only value is that it instills in the person it names. If they don''t care about it, you got a serious problem.

Here, we don't issue protection orders outside domestic violence. A judge has to. Technically, a judge has to issue any protective order here, but in a case of domestic violence where nobody is arrested because we know but can't prove what happened, we can call a judge and put their name on an emergency protective order with their OK.
That is the one and only time I can issue a protective order. Any protection order requested by people not in a domestic relationship, the person wanting one has to physically go to the court and request a judge to issue one.
