What do detectives need to start a investigation on people I'm 28 have never been arrested or even in trouble with the law. Now I find out I've been followed video taped and investigated with no evidence or resonable cause isnt their some requirements for a investigation to be started or can they pretty much stalk whoever they want till they find them doing something wrong???

If you're in a public place, you have no expectation of privacy, and can be followed/investigated for any reason.

Do you seriously think criminal investigators have enough time on their hands where they follow innocent people around all day just looking for a reason to arrest/stop? I'm in agreement with the others on this one. Keep in mind like Chespod advised if you're in a public place, there's no expectation of privacy, but I would love to hear their side of the story.
