burning plastic/tires

Two quick questions for you...

1) Almost positive the answer to this is yes, but just to be sure...is it illegal to burn plastic in your yard in the amount that the smoke is visible for miles and causes a neighbor over 1/2 mile away to close windows in order to breathe?

2) If yes, who enforces that? The cops? DNR? Fire department?

There is a good chance that it is. You could go online and find the specific statute, if you want it. Call the sheriff's office and they can probably tell you how to deal with this. Here are some numbers.
