The reason that Baltimore City is recruiting so hard is that officers are LEAVING to get away from the city.
There is a point in which the action you seek will be replaced by your desire to finish your shift in one piece.

If you want to move someplace just so you can get lots of "action" without regard for the real important things such as the quality of life in a particular place or the morale of the department, then I imagine you're going to struggle making it through the hiring process. Agencies don't want to hire people when their only reason for wanting to be a part of the department is because they might get lots of action.
Just keep in mind, you'll also have to LIVE near the city in which you work. Every decent sized to large city has it's areas for the gung-ho officers to get in to plenty of action. Not every city has decent areas in or around the city in which to go home to.

I concur with most posts on here. If you want to have a quality life you can still work for a good department that has action. If you want to go on car chases, choose a Sheriff's Office, if you want to be shot at, or do a lot of shooting, look at the bigger cities. If you have a death wish, then put in for LA South Central, East St Louis, or Chicago. Personally I work in a relatively quiet community, we have buglaries, home invasions and arsons. And I can personally vouch that being shot/ shot at is not fun. Major adrenaline rush yes, but so is going home and seeing my 9 month's old face light up when he sees me.
I think most any large city is going to have areas of high crime. Most will have sleepier neighborhoods too. My first 5 or 6 years, I worked the rock 'em sock 'em sections of the city. First the poor black neighborhood and then the poor, white trash area of the city. Both had lots of violent calls, etc. I got tired of that after a while and worked a more tranquil part of town that still had some crime, but nothing like where I had been before. After 10 years, I became a detective and left that to the younger people.
I had a great time the first part of my career and wouldn't trade the memories for anything, but I wouldn't have wanted to kept up that pace for 25 to 30 years.
