    What's the best way to contact investigators regarding organized criminal activity?

    I live in a supposedly 'safe' part of town, but for the past year I have been hearing women's screams from somewhere very close by my apartment, and also from a speeding vehicle at night. I hear children screaming, crying and saying 'no, no' followed by car doors closing, coming from the cafe next door. There are car horn honks and whistled 'signals' from apartment windows overlooking the street. This seems like organized sex crimes going on around here in this 'nice neighborhood' with tree-lined streets, and it's been escalating.

    The problem is I can hear it all from my balcony almost everyday now when it used to be once a week, but i can't ever see where it's coming from exactly, so calling 911 just brings uniformed officers out to 'ask around' and that's all they can do. It seems like I am the only one going out to look around whenever it happens, when I'm sure I've hear a scream, so 'the look-outs' see me looking around and must know I'm the one who's called the police recently. I'm getting a little scared now and want to move out, but can't afford to, I'd rather the bad guys got caught or leave, but they need to be investigated by detectives to be caught because they are organized and protecting what is their livelihood.

    How can I get this to an investigator who will listen and take me seriously without having proof of what's happening and stop these guys from assaulting women and possibly kidnapping or trafficking children? This is very real and taking it's toll on me, and is looking too scary for me to deal with alone. (This is in California)

    Why don't you call your local police department and ask to talk to a patrol Sgt.? Perhaps he can give you some ideas. They may already know something and this would help, who knows?

    Offer to have an officer sit with you your balcony some evening and listen for him/herself. Dont expect them to stay for hours though.

    That's a good idea, but I would talk to a Sgt. about it first rather than try to do it from a radio call. Perhaps a Sgt. can detail someone to do it.

    Thanks for the input...

    I will try to call a sargeant or someone, but having a uniformed officer over, though a comforting thought, isn't gonna work. They have a signal for cop in the area if they're doing something, whistling like a siren (weeoo-weeoo-weeoo) or setting off their car alarm. I'm sure they have police scanners and texting, too, these are middleclass 20-50 yearold type people around here with nice vehicles like minivans, scions, suv's--all with blacked out backseat windows, btw, which i thought was illegal for cop-approaching-vehicle-safety reasons. And it would be hours of sitting there waiting, since i never know when it's going to happen, just that it's going to. Thanks, though.
