Police patrols

If there is no law requiring any person with a driver's license to keep their hands at a certain wheel position at all times, I fail to see any logical person concluding that there may be a law about such for police officers.

And in the worst police procedure nightmares I have ever seen or heard of, nothing close to this comes up.

I don't see this heading anywhere positive, so I'm going to stop the bleeding here.
