Are traffic cites criminal then?
In Arizona, we have Civil Traffic and Criminal Traffic. Criminal Traffic is handled like a regular criminal charge which involves the prosecutor's office representing the state and can result in a jury trial where the convicted face jail and/or fines. Civil Traffic cases are "prosecuted" by the citing officer appearing for the state in front of the hearing officer who, in some cases is not actually a judge buy appointed to hear civil traffic cases by the presiding magistrate. These result in only fines and/or points assessed on the driving record.
Of every one hundred men, ten should not even be here. Eighty are nothing but targets. Nine are real fighters, and we are lucky to have them, for they make the battle. Ah, but the One... One of them is a Warrior... He will bring the others back.
