Parking on the crest of a hill - illegal?

Hello - just a concerned citizen from the state of Ohio.
I live in a small town where the residential streets are narrow. Along my residential drive home, there is a hill (natural blind spot) where a resident parks on the street on the crest of the hill. I believe this is very dangerous because traffic has to come into the opposite lane to pass the parked vehicle. It just seems like an accident waiting to happen.
Is this considered illegal parking?

It's illegal only if there is a red curb or other No Parking indicators there. You might contact the city traffic people and see about getting it posted as such.

Not illegal in PA. The person who chooses to pass this legally parked car would need to use extreme caution in doing so and is fully repsonsible if they tangle with someone else.
