Is this an issue or am I paranoid?

So I'm driving home from class earlier today, going down my usual route. There is a lot of construction going on around where I live, so the speed limits vary considerably. I was going down a stretch of road admittedly doing about 5 or 6 over the 40 mph limit and I see a squad car very slowly coming from the other direction (oncoming traffic is very close) and the officer had his arm out of his squad car. The truck in front of me about 200yards was hauling you know what (I'd say 10-15 over) and there was a car directly behind me. There was a decent amount of traffic on the road. Anyway, I see his arm and I thought that maybe he was telling me to pull over or maybe he was signaling to another vehicle. He did not have lights or sirens on. I just wasn't too sure. I see him pull off to the shoulder in my rear view mirror and this was the last I saw of him. I figured if It was truly me he wanted to stop, he simply would have caught up to me down the road and lit me up. I continued the rest of the way home doing the limit and about 1/4 of a mile after I last saw him, I tuned onto another road and made my way home. I never saw the squad car again. I'm thinking that this can't possibly be an issue, but I would like some insight.

Depends on where you live... If it was nice out, he probably just had his arm outside enjoying the breeze. I do that all the time. As for him pulling off the side of the road, who knows. He didn't turn around and catch up to you, so don't worry about it.

Just to put you at ease a little, this is what I think. You and the officer along with all the other traffic and trucks are in a construction zone. The officer approaching you had his arm out and lowered to let the people behind him know that he was going to slow down. He then slowed down and pulled over. It is not uncommon for a police car to be present at a construction site to slow everyone down just by his mere presence. Bottom line - The officer was using a slow down hand signal that not many people use anymore.

Don't worry about it. If he wanted you, he would have gotten you.
