TX Rangers do work under TX Dept of Public Safety (as do their troopers), but they are plain-clothes criminal investigators (like detectives or special agents), not uniformed patrol/traffic cops. They have a long history in TX, long before the state was within the union, and have an excellent reputation within the law enforcement community.
Here's their website with more info: http://www.txdps.state.tx.us/texasrangers/

Peace is not the absence of conflict, but the presence of justice.
My new hero!
Thank you Kimble
One of their primary duties is to help smaller law enforcement agencies who may not have the resources for large scale investigations. I have used them many times over the years. They are very squared away individuals for the most part.
