The proper use of discretion has nothing to do with how much paperwork is involved with taking an action. If it did influence me, that would just be me being lazy, and I'm not.

There are many reasons why I may use my discretion in a case like your example. To get out of paperwork is NOT EVER going to be one of them. In continuing to make that assertion is to basically call us all that do it just lazy, which, as Citicop said, we are NOT.
