Parking ticket in DC (NEED HELP)

On 20101124 our staff nco wanted to conduct a vehicle inspection for 96(thanksgiving break) in front of our barracks in DC. 900 I Street Northeast, Washington D.C., DC . so here I am parked the car in front of the barracks on standby but while they were conducting inspection, a parking enforcement female officer comes up to my window saying " you have to move your vehicle or I'll give you a ticket". so I ended up moving my car. apparently in front of our barracks, it's no parking or standing AM rush hour.

After a month later, today I get a ticket on mail saying I got a ticket there. A female officer did not give me a ticket nor saying I got a ticket. soon as she told me to move my car, I moved it right away.

I got the ticket today in the mail so I'm going to bring it up to my chain of command because obviously I was following an order and ended up getting a ticket so I don't see that this is my fault.

but the question is, she did not give me a ticket nor saying i got a ticket. how is this possible for me to get a ticket? Can they just give out ticket without any notice?

It sounds as if you may have had a verbal argument with this parking enforcement officer (don't know why you had to add female) and then as you said you ended up moving your car. Sounds like it was not fast enough. If you don't think you deserve it fight it.

no we didn't have any verbal argument. if anything, I told her that we had a car inspection that's all. The reason why I was being specific about officer being a female was because I thought if he was a male officer, he would have understand the fact that we are following our barracks order and let us stay there until our inspection was done. inspection is only about a minute per vehicle. but she had no sympathy. I understand though because she's just doing her job. but what really gets me is that she told me she would give me a ticket if i didn't move the car and I moved my car right away. If she did write me a ticket, I think I have the right to know that the ticket was written but she didn't give me any paper ticket. that's what bothers me the most.

AS a police officer I have never stated WHY I wrote a ticket other than ' because it is a violation of state law". I will not go any further and I cannot be compelled to do so under any circumstances.

It is irrelevant if I had any other motives ( even if you disagree ) because I cant write a ticket for ANY other reason. So even if I was ticked at you for some reason , I will always say that I wrote the ticket because you violated the law.

I am not sure I agree with your assessment of the female officer not understanding the military inspection side of your argument. My TI in basic was a female. SSgt Steele. 5 ft 8 , 175 lbs , face ugly enough to make a block wall crumble. Maybe she retired and got the parking gig as a job ?

PA has the following law...Title 18 section 310

It is a defense that the accused , in engaging in the conduct charged to constitute an offense , does no more than execute an order of his superior in the armed services which he does not know and cannot be reasonably be expected to know to be unlawful.

This would cover you because the military are not exempt from traffic laws , especially in a POV.
