These would include major felonies for:
1. Internal murder
2. Internal rape
3. Internal chemicle burning
4. Internal terrorism and bioterrorism
5. Internal felony kidnapping
6. Internal military combat
7. Internal self inflicted suicide etc.
Go to the nearest U.S. Marine Corps facility and ask to speak to the Non commissioned officer in charge (NCOIC). Most likely a Staff Sergeant or a Gunnery Sergeant. In either case explain to them that you have to make a report for whichever of the above internal crimes you're curious about and he should be able to point you in the right direction.
If he refuses to help you then you must demand to speak to his Officer in Charge (OIC) which will most likely be a lieutenant or captain. If he says that is not an option, kindly inform him of your right to free speech or just write a letter to your local congressmen expressing your grievances.
The nearest U.S. Marine facility will most likely be a recruiting center, but they also double as internal crime complaint centers, so check there first.
Hope this helps! Let us know what the guys are the Marine facility tell you, we're all anxious to hear.
