Driving without a valid license is an arrestable offense in TN and our agency requires an in-house report on every arrest we make. So I would say it's agency-dependent.
No in PA. But the penalty is $200- $1,000 and or up to 90 days in jail.
Except we have a felony charge of Accidents involving death or serious injury while not properly licensed. And I never met anyone who planned on being in a crash....
