Suspended in one state, suspended everywhere. They are subject to ticket or arrest here just like they are there.

In Connecticut, a person who is suspended in another state is not automatically suspended here. If they are not suspended in CT, then they are operating without a license rather than operating under suspension. If there is another licensed driver in the car they can drive and the original driver gets a ticket. If there is no other driver then the car is towed and the driver is ticketed.
In CT a ticket for operating without a license is just an infraction (you can mail it in) but a summons for operating under suspension is a mandatory court appearance.

Arrested for driving on suspended DL in TN.
I'd issue a Notice to Appear in Court... or if in a weak state of mind will just give an Unlicensed Ticket.
Always good to make them come back to the Gold Coast for court, just like a 2nd holiday!!

Suspended in home state, suspended here. Ticket and tow unless another valid driver present. Then they can save the tow.

Reciprocity in Ca too. Depends on the officer and department but with me it would go like this:
1. Arrested and taken into custody, searched and put into my car.
2. The car would be searched/inventoried and gone to car jail by a hook.
3. You'd be cited and released.
Ticket and tow.
If I feel the person will flee ( my call ) I can arraign them and the judge will put bail on them. Las time I did this I had about $3,000 in fines.

About 5 years ago I had a friend that moved to Pennsylvania. He got a drivers license there. Back here in WI he had an unpaid ticket or something along those lines that resulted in suspension of his WI DL, but AFTER he had received his Pen DL.
He moved back about a year or two later and dropped by to visit me. We went to get something to eat, he drove. As luck, or karma, would have it he got pulled over - I don't remember why, some equipment violation. He knew his WI DL was suspended, so when the cop asked him for his license, he gave his Pennsylvania license. A few minutes later we were on our way with just a fix-it ticket.

We can tell by the PA drivers number approximately when the person was FIRST licensed. I got my license at 16 and the first two digits on my license are 19. Kids TODAY who go get a license have the first two digits as 30.

For me, it depends. If they are suspended in another state, I can do either a suspended DL charge, or a no DL charge. I take into consideration their attitude, whether or not I believe they knew their DL was suspended (if they don't have it with them, usually means they know), whether or not they have a current insurance card and registration, etc. That determines whether or not I give them a mandatory court ticket for suspended DL, or a payable ticket for not having a valid DL.
And in CO, it's very easy to tell when someone was issued their license. The format is xx-xxx-xxxx. The first two are the last two digits of the year in which it was issued. The next three are the date of that year, in numerical order, that it was issued. And the last 4 are the number of the license that it was issued in that day. So for instance, 11-016-0157 is the 157th Dl issued on the 16th day of 2011.
