Similar to in CT, here in MA driving on a suspended / revoked out-of-state license = unlicensed operation, a different charge and statute than driving on a suspended / revoke Mass license. An officer could arrest or issue a summons for unlicensed. If there's another licensed operator in the vehicle, the officer may elect to allow them to drive. Regardless, continued operation is not permissible.
