NO and there wouldn't be anyway. Our contract requires that anyone who is currently working who is already elegible to retire has to go before anyone else can be laid off.
We currently have 4 that are elegible to retire. And I am SOON to be one of them.

It was touchy there in late 09 talking about layoffs in 2010. But sales tax revenue (a large chunk of my city's tax revenue) went up pretty sharply, so between that and the chief holding off on hiring in 2010, the empty positions from people leaving/retiring in 2010 was enough that no officers were actually laid off.
We're hiring this year, so unless the economy takes a sharp downturn, I think we're out of the woods. Even if not, the 2011 class makes over 100 officers under me in seniority. So I should be fine either way.

We've hired more in the last year than we did in the last decade. Weird.
We had layoffs twice during my career and both times were pretty much retaliatory after we got a good contract and raise. The last one was kinda funny because they gave all the laid off cops temporary jobs in other parts of the city until they could rehire them. The first time, most of the laid off got jobs with other departments before they could be rehired and the city lost all the money they'd spent on academy and training. The second time, they wanted to punish, but not lose the people.
In real life situations, we have enough people retiring at any given time that they can just not replace them and reduce the ranks w/o lay offs.

No. We loose enough people due to attrition through the year to advert any layoffs. We're not hiring as much right now just so we have a few open in case the next budget requires personel reductions. But the Sheriff is adamant he'd lay off civilians first if need be.
