Most of the time, when someone is filming, they are also trying to agitate things. When they are under the impression that they have a "right" to stick the camera in the cop's face, or stand in front of the cop and block them until the cop answers a question, or other stuff like that, that's when the "Michael Moore-wannabe" goes to jail.
Agreed. I've yet to run into one that was only filming something they were involved in, that wasn't trying to instigate things further. I've had a few stand way back and film in our less than desirable areas hoping to catch me "abusing my authority" on traffic stops. Sorry, nothing to see here, just tickets and arrests, sorry to disappoint.
