    Unhappy Advice needed desperately

    My neighbors have music playing nonstop every day from 5am to 2:30am sometimes. I can count on both hands 3x how many times I've tried to contact my police department about this and every time they say they're going to either "check it out" and talk to them. Well, nothing is ever done. This has gone on for 3 years. The first year or so, I lived right next door to them. Now I live just 2 houses down. I've put up with it this long, every day, and it's taken it's toll on me. I try to let it slide every day (I always have to turn my TV up loud, turn my fan on the highest setting, get the washer which is right next to my bedroom going to drown out the sound but I can STILL hear the thumping) but it's gotten to the point that not only does it affect my physical health (i.e. no sleep) but my mental health as well. This morning at 9am, I'd had enough. Their music was at a volume that I could hear very clear inside my house and clearer when I went outside. I called the PD and asked to speak to a PO. One called me, I explained it was an ongoing thing. He arrived at their house about 10/20 minutes later. As soon as he leaves, there goes the bass thumping again. Now I'm hysterical. I can't take it anymore. I called the PD again, asked to have him come to my house to speak to him. Maybe they'd try to stop this if they knew how much it was affecting me. He arrives at my house. At first he wasn't even going to come to the door until I motioned for him. As soon as he comes inside, I just lost my cool and balled. He proceed to tell me that he couldn't hear the music and what did I want him to do about it, he couldn't tell them to turn it off because it wasn't on. Of course it wasn't on because they know to turn it off when they see a Sheriff vehicle outside my house, they've been through this many times. They know the routine. He then goes on to ask me if I'm on MEDICATION (which I'm certainly not) and says to me in an inappropriate tone of voice that I'm hearing something else because they evidently wouldn't turn off their music when they see a police officer arriving. He also went so far to tell me that the people across the street from me don't hear the music, either. I should probably mention that, besides my Uncle, everybody else on this street and the connected street are all buddies and probably related as well, so of course they don't hear it. And he goes on that I'm the only one that's ever complained about it and that even though I've called off and on for 3 years, he has no record of it.
    So, not only do I have to live in complete discomfort every day of my life, now the only people that I thought could do something about it think that I'm a Schizo. I need to know what I can do about this, because I know that I'm not hearing anything else but their music/bass. I need to know who else I can contact, besides Police and perhaps about the Police in this matter. Any advice will be greatly appreciated, I'm desperate!

    If it was so bothersome to you I'm not sure why you moved one house away when you moved.

    If the local police that you've called 30 times (by your count) can't help you, then we probably can't help you either.

    First, you need to get a grip on yourself. Getting "hysterical" about something isn't going to solve it, and may get you in trouble.

    Second, you've called the police, but realistically, there isn't much they can do besides tell them to turn it down or issue a citation for noise ordnance violation. We can't sit there 24 hours a day, or physically MAKE them turn it off and keep it off. Neither warnings or citations are very effective at getting the music turned off permanently, as you saw. As soon as the cop's gone, it goes back up. You also run the risk of retaliation.

    At the risk of being blunt... your best option for a permanent solution is to move. I suspect loud music problems are only the beginning of the problems coming to your neighborhood.

    We moved for personal matters, it's actually my Uncle's house, and I thought the problem would be solved since we'd be distancing ourselves anyway.

    As for getting hysterical- May not have been the best idea, but I couldn't help myself and that's what it's come to. I don't ask POs to sit around 24/7, but when you get this many calls for this nuisance for this long, something should be done about it. I should be able to relax in my bedroom after all the stress that's been going on without hearing this constant noise. I know that there's something else that can be done.

    Sometimes , we judge the severity of the call by how many other people have called. If an issue only bothers ONE when there are many others.....

    How big is the department? When I lived in a problem neighborhood (a long time ago), I made contact with a 'community liason' officer, rather than dispatch. The liason officers were responsible for specific areas and tracked all the calls within that area for patterns and trouble spots. They were able to assist me with some kids setting off bottle rockets and other fireworks at all hours of the night by doing a little detective work and parking in the area out of sight.

    Sometimes with shift work, calls that are handled on a shift aren't passed on to the next shift, so the oncoming guys don't always know what happened previously unless they ask for a history.

    Thank-you. I'm going to check into a liason officer to see what that can do.

    We have a chronic nuisance program where calls to certain addresses are tracked and if CFS exceed a certain number per month, then the owner of that residence first gets a letter then gets a pretty substantial fine for each subsequent notice. PLUS, they have to present a plan to the local district commander with a plan to abate the nuisance. It's pretty effective. Check if your local PD has such a policy

    Where I worked the road a noise complaint was only valid from about 7 or 8 pm until 7 or 8 am. If someone called outside those hours there was nothing we could do. With that said, the first officer was out and heard the issue told the people to turn it down then left. After the officer left the music went back up. Ask to speak with the same officer, but not in person. Write down who, what, when, where of all contacts with the police. If you can't get improvement in the problem and it is in fact against a law or ordinance call the Chief/LT/Maj or some other person higher in the chain who can organize something to get the problem under control. If that doesn't work, you always have the political leaders of the area you live. This will take a LONG time to have resolved if you have to go up the chain. It has been my experience that each level will want to know what the level below has done.
    But when a long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new guards for their future security.

    Translation for the intellectually challenged: If the government screws the people too much, it is the right and duty of the people to revolt and form a new government.
