I once worked for a small town. In this town I was very active at night (drove every street over and over). If I drove every street I could make a round trip in about an hour and a half. One stop on a vehicle I made involved a conversation about, why was I following them all night. I did see the vehicle more than a few times riding around town.
I must also add that I knew the driver and the passenger (good kids no drugs or crime). I had to explain to them that with the limited size of our town we were going to cross paths if they continually drove around.
After explaining this to them all was well.
I also had stopped and waited while people would use the ATM, this was a small town that also had 10 miles of a major interstate (5 east and 5 west bound) in the city limits that we would also patrol.
Since I did patrol so much I knew what cars went where and when people were home or at work. Most of the time if I saw a vehicle in one part of town and it wasn't headed out of town I knew whose house they were going to, If I saw a car I didn't know I might " be more attentive" of their whereabouts.
