Question about hostage negotiation scenarios for my screenplay.

For my script, I was wondering how would the police respond to this scenario. Terrorists have seized a building, holding people hostage. The police haven't met their demands yet, and the terrorists do not wanna kill a hostage, unless they have to, since they don't wanna lose their leverage. They have a camera set up for the police to see and they begin raping a hostage for the cops to see, in order to try to get them to succumb to the demands.

Now how would the cops respond to this? If the SWAT team breaches in, their is a chance they and the hostages could get killed, since the bad guys have the place pretty locked down. On the other hand they don't want the rape to continue. In hostage scenario, is a rape treated the same as a murder, and they feel compelled to bust in and take the terrorists out immediately? Or would they wait?

Another question I have is, once the hostage negotiator has failed to get the terrorists to negotiate and cannot meet their demands at all, which ranking officer gives for SWAT to go in? Thanks.
