I don't need any reason to run a license plate I see while driving on duty. If I find something when I run the plate (like a warrant or expired plates), I can legally stop the car and act on that.
But I can't run the plate and then stop the car for no reason if I don't find a reason to do so.

I love the fact I can intercept a vehicle for the fact that its on a road and we are authorised to stop it, check licence and get the driver to undergo alcohol and/or drug screening.
However, fully aware of the fact the the US have different rules, just because you think there is no reason for the "pull over" doesn't mean there isn't one.
It can be things like obstructed plates that when you run them look like something else ie: it looks like an E from a distance, but get closer and its an F, you check a car, female is registered with an expired licence but its a male you find driving etc etc.
There are many things.
There are three kinds of lies: lies, damned lies, and statistics.
I don't have to stop you to run your plates. I generally do it before I ever stop your car.

You have NO reasonable expectation of privacy with the info that we can get by running your plate. If as a result of running a plate we find something wrong , we can absolutely act on it without seeing a traffic violation.
I have gotten TONS of stuff just by running plates. Warrants , expired license, expired plates , drugs , DUI's , suspended license / plates , no insurance etc.
Running plates is something I do ALL shift long while not otherwise busy.
