We've hired people with degrees from Harvard and Princeton. Also people with PhD's. I'd say no.

Over-qualified is a term that was created when someone on the job realized the person they were looking to hire was either a) more proficient, or b) a harder worker. In either case that would leave the current employee not looking like the super star they were before said "over-qualified" person arrived and they might be forced to actually do some work.

When I came on in 1970, the lore was that they were afraid that people who were too intelligent would get bored with the job. In fact, I had a conversation with the psychologist about that during my testing. I scored kinda high on the IQ test and that indicated that I was smarter than I really am, I guess. I wondered if he was going to fail me because of that.
Then one of my FTO's was a Harvard grad and one of my academy classmates had a degree from Princeton so I wasn't the brightest in the area by far.......
That idea faded away by the early 70's and we heard no more about it.

I would just be happy to find some guys that weren't too important to work in the first place, but then again I'm talking part time officers whom you can't force to work .

What might get you gigged at a local PD for being "over-qualified" is the attitude of being "over-qualified." You act like a know-it-all you get tossed, regardless of your educational or training background.
Sometimes when I look at my coworkers I feel I am over-qualified, but not so much for police work.
