For example if a TX police officer were to travel to NY state, would he be allowed to carry a concealed weapon?

Yes. Just have your Police ID card on you and your badge. NY State is HR 218 friendly, including NYC. You will have no problems. I will advise though, unlike Texas where everyone here has gun on their person, NY is not like that. Two folks have concelaed guns: perps and cops. And since you don't know the lingo up here, don't let it be surpise they find out their own- aka if stopped for some reason, just say "I am a armed off duty police officer from....." and expect to chit chat about the job and BS before you drive/walk away.

It doesn't have a choice, does it? That's why they needed to pass a federal law, too many places weren't friendly about it.
We had a problem here, Oregon has always been liberal about it. Out of state police could carry with no problem.... Our neighbor to the north was not so much. In fact, it was against state law for an on duty out of state cop to carry there. That could have potentially been a problem since Portland was just across the river. More than a few times I had to cross over to interview a witness that lived there. I wasn't especially worried about getting arrested for packing, but I always wondered what would happen if I got into a shooting.
A DA there once tried to indict several of our guys who chased a car across the bridge. Apparently, some Vancouver PD guy was a little outraged at the arrest and the DA wanted to charge them with assault. Never trusted them again.

No, but they can make life miserable like other close by states where cops have been "detained" while they spend 4-8 hours verifying the police ID or where they took the guns and police ID and let the perosn go while they investigate and then hours later tell the cop the gun can only be relased from evidence "during normal business hours."
HR218 lets you carry, but it allows agencies to investigate and verify the ID and officers ability. Certain states in this area (and NY State when HR218 first passed) only do such through state agencies (not the state police but state agency that certifies/manages/ all criminal justice agencies within teh state), which are typically open during business hours on weekdays.

I guess living on the left coast isn't all that bad after all. I never heard of such bull**** out here.
Do they treat cops going there on duty, for instance doing an investigation or to extradite someone the same way? The ID isn't any different than what they carry off duty. It's just a matter of saying you're there on business or vacation. I've traveled to a lot of states (not the NE though) and always been treated with nothing but courtesy.

I retired the year that LEOSA was passed.
Prior to that, I only traveled out of state a dozen times or so, mostly for Training. I remember specifically being told in Miami, after I got lost and stopped to ask directions from a couple of Cops working off-duty, that they heartily encouraged me to carry while visiting... which I never really needed encouragement to do otherwise, either on or off duty.
I'm wondering how us retired Cops, qualified under LEOSA, would be treated at this point...
