My point, Harmonica, is that if someone is talking and I don't have to listen to him or obey what he says, then he really isn't "in charge" of me. If there is an "officer in charge" of something, then it only stands to reason that the other police officers involved in that thing would have to listen to him, right?

The Code is :

The Procedure is a two step process:

Since there is no code or procedure aren't the police ever worried about cops being bad and they can't do anything about it during a police chase or police sting since they have no emergency procedure for it? Well I guess if you don't, then you don't...
Are you kidding me?
It's not true that we "aren't worried about bad cops." But to think that there's a procedure in place for a scenario that specific that would only occur in a bad action movie script is a symptom of the overall problem of how cops wind up getting depicted in movies and tv shows.
I have really tried, Harmonica, to answer your questions as best I could in a respectful and complete manner.
But your above reply tells me that you really aren't interested in the true realities of law enforcement. If you want the real answers to how it would go in real life, please stick around.
But if you want to know what the police procedure is for when a dirty lieutenant at work orders an officer to kill a fellow officer during a pursuit because he has framed that other officer as a fake dirty cop and you want to know what the "secret code" that the actually innocent officer can use on the radio to let the other cops know it's the Lieutenant that's dirty and not him so that they won't kill him during the pursuit...
Then you don't want "realpolice;" you want "realstevensegalplots"
