I would guess that every department will do it differently.
In my area, every department accepts the application first, and schedules other testing (written, physical, medical, etc.) later.

Depends on how far out of county "out of county" is. A half hours drive will probably not allow for special circumstances. In both departments I got hired with, I was over 500miles away so they allowed me to do everything in two trips, wheras closer applicants came in a number of times for the same tests I got done in two visits.
