Even counties in the same state differ. For example in one county I work in, 10-23 is on scene, and 10-24 is clear. At another county 10-90 means on scene and 10-8 is clear. I just use "on scene" and "clear," and there's no confusion.

We use 10 codes while talking to DPS Communications and plain language on the county radio.And yes, I have grabbed the wrong mic.

I used flash cards also, but I used another technique that helped somewhat. I would take the 10 codes and make a story out of them. As an example:
"At 10-7 I go Out of Service. The next morning at 10-8 I am back In Service where I will 10-9 Repeat my day. I wait for 10-10 to come so I can go to Lunch. I met a friend there and took him 10-12 as a Visitor in my vehicle and had to 10-14 Escort him home. etc., etc....."
We use both 10 codes AND Signals and you better know the difference 'cause if you mistake 10-36 (Correct Time Please) with Signal 36 (Officer In Trouble!) you could find yourself having to 10-21 (Phone the Station) or worse yet, 10-19 (Return to the Station) to meet a supervisor! LOL
I don't see us going to plain speech any time soon, although it is in our policy that if we communicate with an outside agency we are to use plain english.
