We don't get personal issued vests here... we carry them in the car 24/7 and only put them on when needed.
I think the cob webs are holding them tight in the boot of the car!!

We were first issued vests about 1974 or so. One of our "grizzled vets" refused to wear one and he was shot in the back about 1978. The bullet hit him in the spine and he's still in a wheelchair. I don't know any street cops who refused to wear one after that.
The chief we had in the early 90's decreed that all command personnel with the exception of a few in detectives, drugs, etc. would wear uniforms at work and would also wear vests. To my knowledge, that hasn't changed.

Non compulsary here too, but my dept is slowly getting around to replacing all our personal issue ones with newer ones that can also be worn in LBV mode.
