If MR. " I am destitute" wants a free lawyer, HE has to contact the public defenders office and be interviewed. If he does not qualify, then he is on his own. He is advised well in advance of any court appearances and if he chooses to appear without one , they will proceed with him acting pro se' .

If M. Rocket Scientist refuses to identify himself, he will be locked up as John Doe, bail will be set ( lotsa $$$) and a bail condition will be that he identify himself PROPERLY. He of course would also be printed and photographed. If the prints divulged his identity, then he would still need the $$ to get out on bail. I have had a few people try this tactic, they last a day or two in jail and then fess up.
