    I would imagine even though not a wanted load,your vehicle picked it up and your still responsible for it.

    yes there is ice in Texas, in case some forgot, last year about this time Austin had a bad freeze, and everything was covered in ice, i can reasonably conclude that any place NORTH of Austin would of been worse.
