But opposite directions ( like 69 positioned ) that they are saying they are gay and calling other "gay" cops, is this really true? If they are suppose to be working why do they sit with each other on the side of the road for an hour or so?

Whoever "they" just so happens to be, also happens to be an idiot.
The vehicles are pulled along side each other like that (each facing opposites directions of traffic) so that the driver's windows meet up and the two officers can talk. Then again, because police officers are evil people with the sole mission to attack and harass society, they just might be running radar while taking a lunch break. You just never know...
