Am I correct when I say though, that the PO's that run your plate get logged?
most do yes, but not all agencies are even equipped to log things like that.

when we run plates or people here, it logs who we are. the person or plate that we run will never know that we did it, unless we tell them. there is no magic database (that i'm aware of) that holds how many times you've been run or your files accessed. each state may be differnt though.
I do what I can do when I can do it.
Citizens won't know when cops run their plates. It shows up in my state's system, but that is not accessible by any citizen.
Our state system logs the identification number of whoever runs the plate.
And no, not every police department has a log of how many times plates were run. My agency doesn't have that, but I know of ones that can tell you how many times that plate was run, what the person got stopped for or the parking issue, and disposition.
There is a way to check a plate through NLETS and see from what terminal it was run. If the local department keeps a log of 10-28 requests, then they can determine who had the tag run. When we were doing random plate checks on cars parked in town it was logged. Each time a plate was checked our system showed how many times the plate had been checked in parking areas around town. It was a running count and given every time a plate was checked that had been checked before. This informataion was also given during routine traffic stops if the vehicle had been logged before in any capacity.
However we stoppd doing that some time before I left the business.
Just to clarify for the sake of the original poster. These logs are stored on the interface system that allows us to access the DMV records. DMV does not record the hit and there is no record in your DMV record of an inquiry being made.
The purpose of logging the inquiry on the interface has several reasons. Some are accountability and security. The agency that operates the interface doesn't want to see it abused.

If a plate is listed in an event, car stop, suspicious vehicle......, we can check the last 60 days for these events.
All the information we run can be obtained in an off-line search. Since we log onto our MDT's in our vehicle, we are automatically tracked. Same goes with any stationary terminal where we must log in with our info.
In Michigan every entry plate is put into the databases of SOS and LEIN (secratary of state) (law enforcement information network). I know that the SOS computer logs all plates and driver info run. They can tell if someone is running a lot of names or plates through the system and it can also tell a pattern. Thats only what I was told by a local dispatcher.
Around here it gets logged (I'm assuming by the CLETS system). Every request your made is always logged. When there's a stolen vehicle, we (police department) can request the record and see where it was run in order to know where it's been.

Ant's right. It's neat though, on our MDT's we can run them and if it pops up stolen if it pops up at all there is an announcement sent out over all teh MDT's......its cool.
