Unfortunately, this is very commom. The victim recanting their story and wishing not to pursue charges happens all the time. This does NOT mean that a violent domestic abuse incident did not occure. Domestic situations by their very nature are complicated, and MANY times the victims are completely (or at the very least partially) dependent on the abuser. Therefore, calling the police during the incident was the only thing they could do to defuse the situation, it does not mean they want to see their loved one arrested and prosecuted.
Think about that for a second. Arrested, prosecuted, possibly incarcerated. What does that do to a family in which the abuser is the sole provider. Think of that from the victims (e.g Wife/Girlfriend/other Family Member) point of view. That is just one tiny aspect for you (the OP) to consider, there are many, many more.
