    Mail citation

    I was stopped with a few friends for jaywalking today by three cops who where in plain cloths but all had vests that said police on them. They where in an unmarked car that looked like it was a personal car, ie. no lights, laptop or extra antennas. The one who got out took our licenses and handed them to one of the other guys who then did something on his black berry. He told us they we would all be getting citations for it but never gave us anything. We all assume that we will be getting them in the mail. Is it common to not give the citation when you are standing there and to just mail it to you?

    I think you'd get a better answer if you asked the department in whose jurisdiction you were when you got stopped. Departments do things differently and can vary greatly from one city to the next.
