Someone using former police equipment on highway, intox & almost causing mva?

The vehicle in front of me hit the driver of the car to his right, (on the highway),with the spotlight right as they were about neck and neck.
That driver then hit the brakes and swerved, almost hitting another car.
I had the plate from the spotlight equipped vehicle written down, as prior to getting on the highway the car I was in had a clear view of the occupants which appeared to be drunk, teens at that.
This truck with the spotlight appeared to be one of the former CT DEP units, (in Connecticut they are essentially the environmental police at parks, etc.).
As such a safety concern, I called it in and hopefully a Trooper caught up with them.

Regardless of their age, I am just wondering what that charge would have been?

Hit and run, if they damaged someone else's property and then did not stop to exchange information as required by law. They could also be cited for failure to maintain lane if they departed their lane and struck another vehicle, and obviously DUI if the driver was actually intoxicated.

    Clarification

-I swear I'm picking up far too many terms from what I read here.

"Hit"-Put the light on the car (or shall I say vehicle),which at 70mph is rather a dangerous use of something so bright.

I asked an Attorney,(I work for one.....NOT A DEFENSE ATTORNEY), he wasn't sure exactly, so understandably this situation perplexes me.

Please, just say what you mean...not police jargon.

"Hit" implies there was physical contact. The more appropriate word might be illuminated! As in: The suspect illuminated the driver of the other vehicle with a high intensity spot lamp.

If they were infact intoxicated, DWI. Reckless Endangerment because the use of the light endanger the other cars on the roadway, reckless driving, speeding, possibly impersonation of a PO.

Pac....at times..to put it simply I subliminally do the same thing the clients in the law office do .....And those are the ones that make things easier for me, at least more often than not

Phantasm...the whole combination of things made me think it was something they had just purchased and were celebrating, if you could even call it that....but an extensive list to say the least!

Less than comforting to imagine anyone actually losing control
