It's probably an academy rule/policy. Why should you be allowed to take the TCLEOSE test when you have not passed all phases of the academy? Be Safe.

If you believe you were lied to call TCLEOSE and ask THEM.
Just curious, were you hired by a department who sent you to an academy, or were you self sponsored?
