In that are of the state I would almost be certain that FHP (the highway patrol) would handle the crash. If the person called 911, the dispatcher would have routed the call to the highway patrol, and probably never even put out the call on the county officers radio. Additionally, just because someone calls "911" does not mean it is routed to the dispatch center that particular officer is listening to. Even if I wanted to, I can not talk to the highway patrol, or even listen to their channels on my radio.
It is entirely possible he was not aware of the crash, and just saw someone driving through a church parking, (you) and checked you out to see what you were doing at the church after hours.
There is no telling what the deputy saw, or did not saw, or what his particular assignment was.
This isn't Burger King, you are not going to get it your way.
