How does the focus on rehabilitation affect

How hard is this for people to understand? A few years ago we passed a proposition for drug offenders allowing them to got to treatment instead of being incarcerated..... Great concept.... except now people sign up for treatment, avoid incarceration, then never participate in the treatment programs.

Forcing someone to "rehabilitate" themselves will never work until that person hits rock bottom and they make a personal decision to change their behavior.

Yep, until the person one day decides themself they want to go to rehab, it's a waste of time.

And money. Around here, there's been this huge push to put crooks in drug and alcohol rehab. The success rate is dismal for people who go there voluntarily. It will be zilch for those that don't want it.
