You'll have to forgive the fact that us detectives are often suspicious of others' motives when they give no feedback on why they want to know police procedure, but why are you needing to know this? Are you looking for a long-lost high school friend, or attempting to stalk a girl whose number you somehow obtained?
You see, without you offering us any background on why you're making this inquiry, you could just as easily be asking for malicious reasons as you could be for perfectly innocent ones.

Why don't you call the number and ask the person where they live?
If they won't tell you there's a good chance they don't want you to know. If you asked me where I lived and I refused to tell you and then you somehow showed up anyway I think we would have some major problems.
i like Anywho.com 's reverse lookup, i used to use that a lot, hell at a minimum before i even give a call to a gal i'm interested in, i do a reverse lookup get the full name, do a Google search on the name and any alt spellings, using " marks helps a lot, insert state sometimes too, twitter Google and open Facebook pages have helped me DQ at least 3 that i can think of off the top of my head, why waste time and money on a chick to find out she's dumb as a box of rocks, and shallow as the parking lot at the beach during low tide when you can find that all out ahead of time.
of course, i used to nail them for a month or two even if i didn't like them, but i guess a symptom of growing up is perhaps not being able to pretend you like someone just to get into their pants until something better comes along?
