Retdet...Say you have a guy matching the description of an auto burglary suspect in a high-crime area who runs when you attempt to make contact. You make many verbal commands during the foot pursuit to stop and he refuses. You happen to catch him when he trips and falls down. You determine in the subsequent investigation that he is not the burglary suspect and he has no weapons/contraband on his person. You're telling me that he cannot be charged with anything in your state? Do you guys not have any obstruction statutes?

In Texas we would have had reasonable suspicion to detain him. Him evading us is evading detention whether or not he broke into the cars or not.
