First, you can't say that it was stupid decision in your youth, because a) you're not that young and b) you were old enough to decide to go to college, and you were old enuff to decide to major in LE, so you must also be old enough to have decided to smoke weed - i.e. it was not a youthful indiscretion but a calculated adult decision.
Second, you have raised what should be a serious ethical dilemma. You first decided you wanted to enforce the law, then you decided to consciously break the law. How can I hire you? You would always be a liability in my mind. How do I know you wont abuse your authority to meet your own ends, or take money, or any such thing? If someone ever beefs on you, how can I ever be sure that they are not telling the truth? I'll always think "This is a guy who made a decison to do something, then did something completey contrary to it" I can't trust you.
Now, in reality - you will get hired. Everyone in this country except me and maybe RDS has smoked some weed. Everyone gets a pass. You'll be able to go into the application procedure, put on your app that you smoked weed 3 times in one month, 4 years earlier when you were a college freshman. It was an experiment, you were first time away from mommy and daddy, blah blah blah.
SO..... Do the rest of us in this prefession a favor: Decide now if this is really what you want to do with your life. If not, recognize it now and move on. If it is, get your head outta your arse, get your priorities straight, and don't become another hire that the rest of us wish was never made.
Good luck.
