Not every infraction calls for a citation. I personally am not a huge ticket writer. I write a ton of warnings and give quite a few verbals, but not many tickets. I do have my limits, and if someone is past those then they get stroked and that's that. And sometimes it depends on how many times the person has been stopped/warned/cited etc. I've written warnings for 85, and I've written tickets for the same - just depends on some factors that come into play.
