    You find me a department that has the manpower and time to selectively harass innocent people and I'll give you a gazillion dollars. Why dont you try telling us the whole story of why your repeatedly stopped. If this is true at all after your negative contact with police where you felt "wronged" you would hav called to report the behavior to a supervisor.
