I'm going to disagree with the statement that a firearm is useless w/o bullets from a civillian view, and especially from a criminals view.

NYS penal law explains the legality of body armor in NYS.

Well if the civilian has on soft armor then I don't have to use as much swing as I do when he is wearing hard armor

    Hope this helps!

    Bad premise
    much like a firearm is
    useless with out ammunition
    Bad analogy
i would like to ask you officers who have experience in this field to explain the legality of hard and soft body armor
    when applying to civilian
What does your "premise" have to do with the question?

And the answer is; depends on the state.

Your grammar is so poor it's tough to figure out what you are actually asking. But, as an attempt to answer your question..... The wear of body armor by any civilian is dictated by state law....

    TCA 39-17-1323

Although most here may be law enforcement officers, not all are officers in the state of TN. The TN Code listed above is the only law in reference to body armor (soft or hard).
