Wow. I hope officers posting in here don't treat the public in person with the same level cynicism and sarcasm they do online. Is this forum more for venting frustrations with ignorance and petty BS that we have to put up with on a daily basis? If so, that's not why I joined.

To the OP (who's probably not reading this anymore and won't ever come back), "entrapment" is when you are specifically enticed to commit a crime by law enforcement, then arrested/cited for that crime. For example, if an officer painted over a 55 mph speed limit sign with 65 mph, then ran radar there and wrote everyone tickets as they whizzed by, that would be entrapment. Also, just FYI, you could sit right across the street from a tavern and pull people over all night long for DUI (if you developed further probable cause like swerving in and out of the lane). One of the reasons for that is that the officer didn't entice anyone to go to the bar and get drunk.
As for being out of your vehicle, there are statutes of limitation, but they are measured by months and years. I've written a highly-deserved ticket ("Too Fast for Conditions") and sent it in the mail once. I knew the guy (knuckle head) and saw him and his vehicle and its license plate. He paid it.
As further example, we once had a call of a drunk driver (speaking in plain terms here) which included a license plate number. The dispatched officer finds the car parked at home, knocks on the door, asks them to come outside, performs field sobriety, and arrests them for DUI. Never even saw them driving, mind you (but they admitted to it). Not sure how well that would have held up in court with a competent defense lawyer, though.
So, you're screwed. Shouldn't have been speeding. Now you gotta pay the "speed tax." Be a man about it. Choke it up and go pay your fine like every honest person does. Not a big deal unless you're making a habit of it.
