1. Does that make any sense to you?
2. Do you really think an officer is going to sign off a ticket so that you won't be charged for it?
3. Have you tried reading the reverse (also known as the back) side of the ticket?

I don't know about CA for sure, but there are some places where if you get an equipment violation or other "fix it" ticket, you can take the summons back to the station, show an officer that it has been corrected, and get the ticket dismissed that way.
I don't know if the officer signs the ticket in that case, we don't do that here.
