I bought a pair in my Rookie year.
The only time I tried to use them was when a guy had such narrow hands that he was able to slip them off. Fortunately he was a happy drunk and was making a game of it.... handing them thru the cage to me. I then added the thumbcuffs to the repertoire, but he was able to slip them in addition to the handcuff's... handing them thru the cage, too.
I got him to lockup, then promptly threw the thumbcuffs in the trunk.
I think they are in the attic, now.
I've never seen any policy on their use, but I am sure they would be outlawed if the "Wonderbars" knew they even existed.
