There's really not a set time limit for what a rookie is...I think I used to hear the first year. Not true though.
I have 2.5 years OTJ (3.5 if you include my time I worked in the jail) but I can guarantee someone who works for the LAPD or any large city department will have way more experience than me, who has only worked in departments with a fairly small call volume and that mostly do traffic. I consider myself a rookie still as there are many calls I still have not handled and I sometimes still need to call a more experienced officer to ask them how to handle certain aspects of calls.

It is better to keep your mouth closed and let people think you are a fool than to open it and remove all doubt.
In my town, most usually quit calling you a rookie after your probationary period ends. Where I work, getting off probation is a huge deal.
The only time being called a rookie bothered be a little was when I changed departments. It sucks being called a rookie by people with years less experience than you (usually the vets will show some curtesy, but not if you still act like a rookie), but it all goes away after you get some time under your belt anyway.
