Well, according to Missouri Statute:

A person commits the crime of littering if hethrows or places, or causes to be thrown or placed, any glass, glass bottles, wire, nails, tacks, hedge, cans, garbage, trash, refuse, or rubbish of any kind, nature or description on the right-of-way of any public road or state highway or on or in any of the waters in this state or on the banks of any stream, or on any land or water owned, operated or leased by the state, any board, department, agency or commission thereof or on any land or water owned, operated or leased by the federal government or on any private real property owned by another without his consent.

It certainly seems gum could be charged that way here.

I'm a smoker and *I* hate it when people toss butts out the window as well. That's why the make ashtrays. I have an ashtray made for the purpose I bought at Autozone. Has a hole the butts fall through and extinguishes them, and the cup can be emptied when full. No reason to be tossing them out the window.

Then again, also being a biker (motorcyclist) who's been smacked in the face with them before, has something to do with hating it as well. Been hit with lots of crap people toss out.

+1 bro! I stop that every time I see it. I haven't wrote many littering tickets but I have gotten several DUI's from the stops. :D
